Dans le cadre d’une recherche sur la gouvernance des projets Natura 2000 en mer, nous avons étudié précisément les formes d’engagement à partir d’une grille d’analyse dynamique, pour caractériser des trajectoires d’engagement. En effet, du fait du choix, en France, d’une mise en œuvre de Natura 2000 fondée sur la concertation et le volontariat, l’engagement des parties prenantes (niveau, forme, durée) est un facteur déterminant pour les processus de traduction et d’apprentissage social qui s’opèrent au sein de ces dispositifs de gouvernance, et pour l’effectivité de cette politique.
