The EU Biodiversity Strategy to 2020 calls on Member States to carry out a mapping and assessment of ecosystems and their services (MAES, Maes et al., 2013). As such, an EU-wide ecosystem assessment was launched to provide harmonised information on the condition of ecosystems and biodiversity, and their capacity to provide ecosystem services. The assessment will provide data for the final evaluation of the EU biodiversity strategy in 2020. This briefing presents recent progress in mapping broad ecosystem types and their associated habitats at European level.

Although the number of ecoregions represented tripled and 12.7% of national waters was protected, 61% of ecoregions and 81% of countries are not 10% protected. Only 10.3% of the national waters of the world would be sufficient to protect 10% of each ecoregion if MPA growth since 1982 strategically targeted underrepresented ecoregions.

Un résumé du 6e Rapport national du Canada à la Convention sur la diversité biologique des Nations Unies peut maintenant être téléchangé Ce rapport sommaire donne un aperçu des progrès réalisés par le Canada en vue de l’atteinte des buts et objectifs canadiens pour la biodiversité d’ici 2020 et souligne les contributions du Canada au Plan stratégique 2011-2020 pour la diversité biologique à l’échelle mondiale. Le rapport indique que le Canada est en voie d’atteindre 10 objectifs en plus de la partie sur les zones marines et côtières de l’objectif 1. Le Canada progresse à un rythme insuffisant pour atteindre 6 objectifs, en plus de la partie sur les zones terrestres et des eaux intérieures de l’objectif 1. De plus, les données étaient insuffisantes pour évaluer les progrès réalisés par rapport à un objectif.

Sustainable Development Goal Target 6.6 seeks to halt the degradation and destruction of water-related ecosystems, and to assist the recovery of those already degraded. The target includes water-related ecosystems such as vegetated wetlands, rivers, lakes, reservoirs and groundwater, as well as those occurring in mountains and forests, which play a special role in storing freshwater and maintaining water quality.

L’avenir de la gestion de la biodiversité, qui devrait fin 2020 lors de la COP15 de la Convention sur la diversité biologique (CDB) en Chine prendre la forme d’un cadre mondial post-2020 puis se décliner aux échelles régionale et nationale, se prépare activement en 2019. Plusieurs événements importants, de nature diplomatique, scientifique et (géo)politique, jalonnent en effet le calendrier de l’année, et vont contribuer à modeler les différentes réponses à la question essentielle qui structure les différents débats : quels engagements prendre et, surtout, comment renforcer l’action en faveur de la biodiversité ?

Il semble acquis que la COP15 sur la biodiversité débouchera sur un accord. Ce qui n’est pas forcément réjouissant, au vu de la non-réalisation intégrale des objectifs d’Aïchi (accord de Nagoya, 2010). A 20 mois du sommet qu’accueillera Kunming (Chine, novembre 2020), la démarche appliquée en amont de la COP21 sur le climat est à réactiver : engagement préalable des Etats, implication des acteurs non-étatiques et réorientation de fonds privés, pour lesquels ont plaidé les experts réunis à l’Unesco, le 15 février, par l’agence de coopération technique Expertise France.

Neuf ans après la conférence mondiale sur la biodiversité de Nagoya en 2010, un constat d’échec est tiré par l’ensemble de la communauté internationale : les évaluations scientifiques montrent que la dégradation de la biodiversité augmente et que les pressions qui la menacent ne diminuent pas, bien au contraire. Presque aucun des objectifs d’Aïchi pour la biodiversité ne sera atteint en 2020. Or l’érosion de la diversité biologique met en péril la qualité et les conditions de vie des générations actuelles et futures, avec un impact majeur sur de nombreuses activités économiques, la sécurité alimentaire ou encore la diversité culturelle.

Les stratégies et les plans d'action nationaux pour la biodiversité (SPANB) sont les principaux instruments de mise en œuvre de la Convention au niveau national (article 6). La Convention exige des pays l'élaboration d'une stratégie nationale pour la diversité biologique (ou un instrument équivalent) ainsi que l'intégration de cette stratégie dans la planification et les activités de tous les secteurs dont les activités sont susceptibles d'avoir des conséquences (positives ou négatives) sur la diversité biologique.

Terrestrial, freshwater, and marine ecosystems are connected via multiple biophysical and ecological processes. Identifying and quantifying links among ecosystems is necessary for the uptake of integrated conservation actions across realms. Such actions are particularly important for species using habitats in more than one realm during their daily or life cycle. We reviewed information on the habitats of 2,408 species of European conservation concern and found that 30% of the species use habitats in multiple realms. Transportation and service corridors, which fragment species habitats, were identified as the most important threat impacting ∼70% of the species. We examined information on 1,567 European Union (EU) conservation projects funded over the past 25 years, to assess the adequacy of efforts toward the conservation of “multi‐realm” species at a continental scale. We discovered that less than a third of multi‐realm species benefited from projects that included conservation actions across multiple realms. To achieve the EU's conservation target of halting biodiversity loss by 2020 and effectively protect multi‐realm species, integrated conservation efforts across realms should be reinforced by: (1) recognizing the need for integrated management at a policy level, (2) revising conservation funding priorities across realms, and (3) implementing integrated land‐freshwater‐sea conservation planning and management.

Global metrics for the environment Careful measurement of environmental trends and progress provides a foundation for effective policymaking. The 2018 Environmental Performance Index (EPI) ranks 180 countries on 24 performance indicators across ten issue categories covering environmental health and ecosystem vitality. These metrics provide a gauge at a national scale of how close countries are to established environmental policy goals.
