"Experts from around the world gathered at the OECD in November 2023 for a workshop dedicated to mitigating and adapting fisheries to climate change. We asked experts three questions: How is fishing affected by climate change? How can smart policies reduce the GHG emission from fishing? And what can the OECD do about climate change and fisheries?"

In a changing climate, there is an imperative to build coupled social-ecological systems—including fisheries—that can withstand or adapt to climate stressors. Although resilience theory identifies system attributes that supposedly confer resilience, these attributes have rarely been clearly defined, mechanistically explained, nor tested and applied to inform fisheries governance. Here, we develop and apply a comprehensive resilience framework to examine fishery systems across (a) ecological, (b) socio-economic and (c) governance dimensions using five resilience domains: assets, flexibility, organization, learning and agency. We distil and define 38 attributes that confer climate resilience from a coupled literature- and expert-driven approach, describe how they apply to fisheries and provide illustrative examples of resilience attributes in action. Our synthesis highlights that the directionality and mechanism of these attributes depend on the specific context, capacities, and scale of the focal fishery system and associated stressors, and we find evidence of interdependencies among attributes. Overall, however, we find few studies that test resilience attributes in fisheries across all parts of the system, with most examples focussing on the ecological dimension. As such, meaningful quantification of the attributes’ contributions to resilience remains a challenge. Our synthesis and holistic framework represent a starting point for critical application of resilience concepts to fisheries social-ecological systems.

Fisheries of the United States, published each fall, has been produced in its various forms for more than 100 years. It is the NOAA Fisheries yearbook of fishery statistics for the United States. It provides a snapshot of data, primarily at the national level, on U.S. recreational catch and commercial fisheries landings and value. In addition, data are reported on U.S. aquaculture production, the U.S. seafood processing industry, imports and exports of fishery-related products, and domestic supply and per capita consumption of fishery products. The focus is not on economic analysis, although value of landings, processed products, and foreign trade are included.

Fish stocks that move across two or more exclusive economic zones (EEZ) would be greatly impacted by climate change, according to a new study. By 2030, 23 per cent of the transboundary fish stocks would have shifted, it said.  

Around 78 per cent of the world's EEZs would see at least one shifting stock, the paper published in Global Change Biology noted.

“By 2100, a total of 45 per cent of fish stocks are expected to shift from their historical habitats and migration paths globally and 82 per cent of EEZ waters would experience at least one shifting stock, according to Timing and magnitude of climate-driven range shifts in transboundary fish stocks challenge their management.

Catch proportion of transboundary fish stocks would see a major change and scientists from the University of Columbia said that by 2030 the global exclusive economic zones would experience an average change of 59 per cent in the proportion of the catch.

Many countries that are highly dependent on fisheries for livelihood and food security would emerge as hotspots for transboundary shifts. These hotspots would see early shifts in the distribution of a great number of important transboundary fish stocks. This can lead to conflicts between countries, the report highlighted.

After the successful first webinar in June 2020, introducing the five pilot demonstrators, over the next months we will get to know each one of them through individual virtual meetings. Experts from the partners involved will provide the most relevant details about the technical and conceptual issues that are being tackled thanks to the Blue-Cloud framework.

The second webinar in this series is scheduled on 14 October 2020 at 14:00 CEST, it will focus on Fish, a matter of scales, the pilot demonstrator managed by the Fisheries and Aquaculture Department of the Food and Agriculture Organization (FAO), the French National Research Institute and the Institute of Computer Science at FORTH.

This demonstrator will improve data management and analytic capabilities for fisheries. The webinar will show new features of the Virtual Lab for the FAO Tuna Atlas and Global Record of Stocks and Fisheries Virtual Lab.

Back in the 80’s when I started to pretend to understand how fisheries were managed by studying Marine Biology and Fisheries, one of the 1st book you read is  : "On the Dynamics of Exploited Fish Populations" by Sidney Holt and Ray Beverton which was published in 1957. The book is a cornerstone of modern fisheries science and remains a reference even today.
